| The author thinks that power is originated from the interests and rights，and power could not be separated from the rights.A right without power is just an interest，and power can not emerge without rights as a basis.The power is recognized by the society，however，the power can be corrupted.So，the people and power一holders should supervise the exercise of the power.Following the development of social civilization，power should be reduced to the rights and shouldbe integrated with the society and international family. |
